I strongly urge you to support the Lead Pipe Replacement Act (S.6892/A.7878) and at least $100 million in the state budget to get the lead out of drinking water. These policies will protect public health, create good-paying jobs, and save New Yorkers money on their water bills.

There is no safe level of lead exposure. Even low levels of lead can cause harmful health effects like developmental delays and speech and hearing loss in children. Yet New York's old housing stock means we have the 3rd highest number of lead pipes of any state in the nation. These lead pipes are contaminating drinking water, disproportionately harming low-income communities and communities of color.

Fortunately, the federal government is now requiring water utilities to replace all lead pipes by 2037. But the US Environmental Protection Agency left many important details about how to implement this requirement for the states to address.

The Lead Pipe Replacement Act (S.6892/A.7878) would establish a gold-standard, statewide plan to replace New York's lead pipes efficiently and equitably. It would ensure that lead pipe replacements are provided to New Yorkers at no direct cost, saving economically struggling families up to $10,000. The bill would also provide new tools to utilities to speed up getting the lead out, including clearer authority to conduct replacements.

Funding for lead pipe replacement in the state budget will allow utilities to implement the Lead Pipe Replacement Act. Thank you for including $100 million in your one-house budget proposals to provide communities the resources they need to get work crews out on the street and protect human health. We urge you to ensure this funding is included in the final budget.
